Ensuring Health & Safety for Umrah Pilgrims: GACA’s New Circular on Vaccination Requirements
In line with its commitment to public health and safety, the General Authority of Civil Aviation (GACA) of Saudi Arabia has issued an important circular for all airlines operating in the Kingdom, including private aviation. This new directive aims to ensure that travelers arriving in Saudi Arabia to perform Umrah have received the necessary vaccinations, particularly against meningococcal disease.

Key Highlights of the Circular
1. Mandatory Health Requirements for Umrah Travelers: Airlines are now responsible for informing passengers intending to visit the King
dom for Umrah—regardless of their visa type—about the required health protocols. The Ministry of Health (MOH) has specified essential vaccinations, including the Neisseria meningitidis vaccine, which must be administered before arrival.

2. Vaccination Certificate Requirements: Passengers in the specified category must carry a valid vaccination certificate against the meningococcal infection. The certificate must be issued no later than 10 days prior to the date of arrival in the Kingdom.
Validity period for polysaccharide vaccine: 3 years
Validity period for conjugated vaccine: 5 years
Importantly, children under the age of one are exempt from this vaccination requirement.
3. Airline Compliance and Documentation Checks: GACA mandates airlines to take all necessary precautions at boarding points. Airlines must ensure that passengers possess the appropriate documents required by the destination and transit countries.
4. Legal Accountability for Non-Compliance: Failure to comply with this circular is considered a direct violation of government directives. Airlines found in breach will face legal actions and penalties.
